Dave has been a leader in government IT for 27 years. He brings a breadth of experience and knowledge to the County of Riverside from both the public and private sector. He combines 10 years of executive leadership at Microsoft focused on “Government” specific IT services with 17 years of executive leadership as a CIO/CTO in the County of San Bernardino. Most recently he retired from Microsoft after holding several leadership roles, running several National teams and helping lead the company toward the creation and evolution of “Government” cloud services that meet the compliance and security needs of government across the United States. At the County of San Bernardino, he was the CIO/CTO for the Sheriff’s department and ultimately the entire county before retiring to go to Microsoft.

 


Jim Smith

Jim brings to Riverside County over 25 years of public sector experience delivering technology solutions to the Inland Empire. He started his career with the County of San Bernardino where he automated courtrooms, replaced paper law libraries and forms with digital research tools, and led the effort to consolidate multiple email environments into a common countywide email system. Jim spent 6 years at the City of Riverside where he modernized and consolidated IT systems into a common centralized IT environment. Jim spent the last two and a half years at Microsoft assisting public sector customers to modernize their IT infrastructure, and preparing their environments for migration to the cloud.

Anthony H. Chogyoji

Anthony brings over 23 years of private and public sector information technology and security experience to Riverside County. Prior to joining the county, Anthony served as the Corporate Information Security Officer (CISO) for Stater Bros. Markets, a Fortune 500 company that he was successful in bringing into regulatory compliance with Sarbanes-Oxley, HIPAA, and PCI. In 2008, Anthony began his career with the county as the Information Security Officer for the Online Administrative Services Information System (OASIS) Department. In this role he developed and implemented a comprehensive information security and privacy program that included a departmental information security policy, security education and awareness program, online information security portal, internet security gateway, VPN firewall with two-factor authentication, and security information and event management (SIEM) solution. Anthony later joined RCIT and served as the Deputy Chief Information Security Officer, where he played a leading role in building the county's first ever cyber security operations center (SOC), which is located on the 4th floor of the Riverside County Innovation Center (RCIC) building and provides 24x7 cyber security monitoring, threat detection, and incident response for the county's enterprise network.

 


Gil Mejia

Gil Mejia has more than 30 years of private and public sector experience managing IT Teams in grocery retail, health care and at Riverside County. Gil started his IT career in the grocery retail business managing Data Center Operations, Help Desk and Infrastructure Teams for several companies. After 17 years in the grocery retail business, Gil spent several years in the healthcare field where he managed its Data Operations Team. In 2003, Gil joined RCIT as an Information Technology Officer and over the course of his career with RCIT, he has managed Data Center Operations, Help Desk, Field Support, Application Services, and Systems Support Teams.

 


Tom Mullen

Tom is the first Chief Data Officer (CDO) for Riverside County. Government open data initiatives enhance transparency, public participation and accountability with the aim of improving the public's confidence and trust in their government. Previously Tom served as Assistant Chief Information Officer (ACIO) for Riverside County, leading the Infrastructure and Communications Bureau. Tom began his career with Riverside County in 1999 as Chief Deputy Treasurer Tax Collector, followed by seven years with the Riverside County Transportation and Land Management Agency (TLMA) as Deputy Director for Administrative Services. Tom served in the United States Army Reserves, and earned his MBA from California State University, San Bernardino (CSUSB).

 







Tracy Tillman

Tracy brings over 20 years of private and public sector experience to Riverside County Information Technology. Prior to joining the county, Tracy worked at ADP, Boeing Satellite, and County of San Bernardino Executive Office. In each case she was responsible for multi-million-dollar budgets, financial management and analysis, leadership experience and team building. She also facilitated organizational and strategic plans to support the organization’s business goals. Tracy developed and implemented work plans to accomplish team objectives; evaluated staff performance and developed training plans. Some pertinent duties she performed within the County of San Bernardino included the management of County Board items, acting as department liaison (including County IT), providing budget analysis for the CAO across multiple departments and generally providing leadership around rate creation and submission from Internal Service Funds such as RCIT.

 


Gustavo Vazquez

Gus brings over 24 years of private and public sector experience managing organizations and complex projects. His first 21 years of his professional career was spent in the private sector working for Motorola Solutions. At Motorola Solutions he held several roles from Systems Engineering to Engineering Manager to Project Manager. He successfully managed and implemented complex communication networks including the County’s Public Safety Enterprise Communications (PSEC) system, Los Angeles Police Department, and the Los Angeles Regional Interoperable County System Long Term Evolution project. In 2016, Gus joined RCIT as an Information Technology Manager where he accepted the challenge to manage and provide leadership to our PSEC Division and transformed it into a customer focused and collaborative organization that our employees and users are proud to be part of.

Mary Cain

Mary has spent her entire County career of 16 years supporting the County of Riverside's PeopleSoft applications. She has managed multiple IT projects including Enterprise Resource Planning implementations and upgrades, system performance enhancements, hardware upgrades, database upgrades, planning and implementing training, change management, help desk operations, and security administration for enterprise applications.

 


Angela Hines

Angela has been with Riverside County for over 11 years. She has worked closely with the Community Health Agency, and then the Riverside University Health System to manage a large portfolio of applications, oversight for the implementation of new technology projects and worked with business leaders to strategically align technology to better meet their business needs. In her role as an RCIT Business Relationship Manager, she will be working closely with the Economic Development Agency, Facilities Management, Parks District, Animal Services, Agricultural Commissioner, and the Registrar of Voters.

Mike has been working in the information technology field for over 30 years within the public sector of county government. He started his career with Orange County where he dealt with all aspects of information technology over a span of 20 years. In 2006, Mike joined the Riverside County Assessor/County Clerk Recorder department as an Information Technology Officer over infrastructure and operations. In 2012, Mike joined RCIT as a Senior Business Relationship Manager supporting and servicing consolidated departmental information technology resources and personnel.

 


David Villegas

Calvin has over 20 years of private and public sector Information Technology experience. Calvin started his IT career in health care supporting datacenter operations and project management. He joined the Clerk of the Board and Board of Supervisor’s IT department in 2002 and worked closely with them to support their IT needs. In 2005, Calvin returned to the public sector to join ClarkWestern Building Systems where he managed their west coast network operations center, enterprise management and planning as well as project management throughout the United States. In 2011, Calvin Joined the Executive Office as their primary Information Technology support. He managed multiple IT projects, infrastructure upgrades and daily requirements. As a Business Relationship Manager, Calvin will continue to work closely with the Board of Supervisors, Clerk of the Board, Executive Office and County Counsel.

David has been with Riverside County for over 20 years and has been involved in multiple technology, healthcare and construction projects. David started his IT career as a programmer and instructor for the Advanced Technology Institute. He went on to the City of Redlands as Data Processing Manager in charge of communications prior to joining Riverside County. David attributes his success to having departmental support and dedicated staff.
